Local Law 152 and Gas Pipe Corrosion Levels

The NYC Department of Buildings (DOB) enacted Local Law 152 to ensure the safety of residents in buildings around the city. Specifically, this law requires the inspection of gas piping outside of individual tenant spaces. A regular inspection by a licensed master plumber can prevent dangerous conditions like gas leaks and explosions.

The Dangers of Atmospheric Gas Pipe Corrosion

Many of the buildings we inspect have gas pipes in places where they are subject to rust-producing conditions. It is not unusual to see rust spots on any metal piping that has been in place for some time. However, corrosion eventually weakens the walls and fittings of pipes. A Local Law 152 gas pipe inspection is supposed to catch problems before they become critical.

Acceptable Corrosion Levels Under Local Law 152

The DOB standards allow for a small amount of rust to accumulate on gas pipe surfaces without further intervention. The first two corrosion levels do not result in a failed inspection.

Level 1: Minimal Corrosion – The inspector will see little or no rust on the pipe surface. Pinpoint spotting is allowed on less than 1% of the surface area on coated pipes.

Level 2: Minor Corrosion – At this level, rust can be present on up to 3% of the surface of a coated pipe or fitting.

Unacceptable Corrosion Levels Under Local Law 152

Hazardous conditions must be reported to the DOB as surface corrosion grows. These higher levels will result in a failed inspection and require pipe replacement.

Level 3: Medium Corrosion – Rust on anywhere from 3 to 33% of the coated gas pipe surface, and there is potential for the pipe walls to lose integrity.

Level 4: High Corrosion – Any corrosion above the medium level is considered severe. Pipes at this level present a pressing hazard and must be addressed by a professional.

Preventing Gas Pipe Corrosion

Regular maintenance is essential to prevent damage. Insulation and rust-proof coating can minimize atmospheric corrosion and keep pipes healthy.
