NYC Local Law 152 requires periodic inspections of gas piping systems in most New York City buildings, with certain one- and two-family homes and other R-3 buildings excluded. Covered buildings must receive an inspection once every four years according to a schedule based on the property’s Community District.
For Manhattan property owners, knowing your Community District is essential because different parts of the borough have different compliance years.
2026 Inspection Cycle: Community Districts 4, 6, 8, 9, and 16
2027 Inspection Cycle: Community Districts 11, 12, 14, 15 and 17
2028 Inspection Cycle: Community Districts 1, 3, and 10
2029 Inspection Cycle: Community Districts 2, 5, 7, 13, and 18
Not sure which district your Manhattan property is located in or when your next inspection is due? HBNY Plumbing & Heating can help you determine the applicable requirements.
Local Law 152 inspections must be performed by a NYC Licensed Master Plumber or a registered Journeyman Plumber (registration issued by DOB) who has completed a DOB-approved training program and works under the direct and continuing supervision of an LMP.
The inspection examines exposed gas piping beginning at the point where gas service enters the building. Depending on the property, this can include piping located in basements, cellars, hallways, corridors, boiler rooms, mechanical rooms, and other public spaces.
The inspection also includes a gas leak survey using approved detection equipment. The goal is to identify potentially unsafe conditions and gas piping that does not comply with applicable code requirements.
After completing the inspection, the Licensed Master Plumber provides the building owner with the required Gas Piping System Periodic Inspection Report within 30 days of the inspection. The appropriate certification must then be submitted to the NYC Department of Buildings through the DOB NOW: Safety portal within 60 days of the inspection.
An LL152 inspection isn’t simply a paperwork requirement. It is intended to identify conditions within exposed gas piping that could create safety concerns or require corrective work.
If the inspection reveals a hazardous condition, immediate action may be required. Certification that other conditions requiring correction have been resolved must be submitted within 120 days of the inspection. However, this deadline can be extended to within 180 days of the inspection if the filing indicates the need for additional time.
HBNY Plumbing & Heating can explain the findings and help you understand the timelines and next steps necessary to bring your Manhattan property into compliance.
Conditions identified during an inspection may include:
Gas leaks
Excessive corrosion
Deteriorated/damaged gas piping
Illegal connections
Other unsafe conditions
Non-code-compliant installations

Here are the answers to common questions we receive from Manhattan property owners and managers.
Covered buildings generally require a gas piping system inspection at least once every four years. Your specific inspection year is determined by the Community District where your property is located.
You can determine your Community District using NYC Department of City Planning resources and your building address. HBNY Plumbing & Heating can also help you determine which inspection cycle applies to your property.
The required response depends on the condition identified. Unsafe or hazardous conditions can require immediate action, while other deficiencies must be corrected according to DOB requirements. The inspection report will identify conditions requiring attention.
If Local Law 152 applies to your property but the building contains no gas piping system, certification must still be submitted to DOB. Under current rules, a certification that a building contains no gas piping is generally required only once. However, the building will be subject to LL152 inspection requirements if gas piping is subsequently installed.
If your building has gas piping but does not have gas service or appliances connected to the gas piping, you must submit a signed statement from your utility company indicating the last date gas was supplied and the date on which gas service was no longer provided. The building owner must also provide a signed statement that the building has no gas service or connected appliances. These documents must be submitted every inspection cycle.
Owners who cannot complete an inspection by the December 31 deadline for their cycle may request a one-time 180-day extension. Failure to complete the required certification by the applicable deadline can result in a civil penalty.
A building with active gas piping must be inspected by a NYC Licensed Master Plumber or a registered Journeyman Plumber (registration issued by DOB) who has completed a DOB-approved training program, working under the LMP’s direct and continuing supervision.
